chore: bump to 0.46.0 for TOR proxy + recircuit feature

CRAWLER_TOR_CONTROL_URL, _PASSWORD, _COOKIE_PATH,
_RECIRCUIT_MAX_ATTEMPTS are new feature env vars; treat per CLAUDE.md
as a minor bump (feat:).
