[XAM/UI] - Stubbed XamShowSigninUIEx and XamShowNuiSigninUI

- Add XTT file header
- partially implemented XamShowSigninUIEx & XamShowNuiSigninUI
- add flags for XamShowCreateProfileUI, exXamShowSigninUI, and XamUserLogon
- Define sign in states
- Add undefined params
