alternative mutex impl on windows works but i really can't tell if it helps much. use larger size in deferred_command_list to cut down on resizes in big scenes on m:dur

[memory linux] Properly unlink shared memory

shm_unlink(name) is the proper way to close a shared memory in linux.
Prior to this, xenia was creating and not cleaning up shared memory handle
which would accumulate in /dev/shm. shm_unlink is the proper way of doing
this.
Add filename to CloseFileMappingHandle signature.
Add simple test to open and close.

memory: AlignedAlloc: fallback to aligned_alloc()

When compiling with clang++, __STDC_VERSION__ is not defined (obviously
as clang++ is not a C compiler). Because of this, check if compiling
with MSVC and fallback to the Linux implementation. If the latter is not
supported, compilation will fail, as it previously would have with the
